Bylaw (English)

 

Article 1. Name

The name of the organization shall be the Institute of Complex Medical Engineering (ICME).

 

Article 2. Purpose

Institute of Complex Medical Engineering is a non-profit organization.
The purpose of the organization shall be to promote the scientific research and industrial development in the field of complex medical engineering. To this end, ICME shall bring together researchers from diverse fields, such as biomedical robotics and biomechatronics, neurosurgery, radiology, ophthalmology, brain science and medical technology, complex virtual technology in medicine, information and communication technology in medicine, complex technology in rehabilitation, cognitive neuroscience and technology, complex bioinformatics, and other medical sciences and technologies. ICME is expected to stimulate the future research and development of new theory, new approach, and new tools, to develop the new field of Complex Medical Engineering.

 

Article 3. Business

 

1.

The organization shall meet at a place, date, and hour designated by the Council.

2.

The organization shall publish an international journal and book related to complex medical engineering.

3.

The organization shall make contact with domestic and foreign organizations in adjacent scientific fields.

4.

The organization shall carry on the business, which is judged necessary by the Council.

 

Article 4. Council

The organization shall consist of 1. Council Chairs, 2. Councilors, 3. Advisers, 4. Treasurers, 5. Secretary-general (secretariats). Council Chairs are elected for a two-year term.

 

Article 5. Membership

The Society's membership shall consist of Regular Members, Student Members, Supporting Members, and Honorary Members.

The membership classes are defined as follows:

 

A) Regular Member--an accepted individual who wishes to further the purpose of the ICME.
B) Student Member--an accepted individual who is actively pursuing a formal educational program in knowledge of systems science or a related field. A person may be in this category no more than five consecutive years.
C) Supporting members ---an accepted organization, which promotes the objectives of the ICME.
D) Honorary members -- an individual who is selected for special recognition by the board of directors.

 

2.

Those who would become Regular Members or Supporting Members shall obtain the approval of the Board of Directors by submitting the prescribed application form. To become a Student Member, a copy of the applicant's student identification card shall be required.

 

3.

Members shall pay the yearly membership fee in advance. Membership dues for ICME membership runs from 1 April through 31 March.

 

The yearly membership fee is as follows:

 

A) Regular Member ---5,000 Japanese yen a year
B) Student Member
--- 2,000 Japanese yen a year
C) Supporting members
--- a yearly contribution of more than 50,000 Japanese yen.

 

4.

Honorary Members and retired Presidents of ICME shall not be required to pay membership fees.

 

5.

Persons who were Student Members shall be made Members when he/she graduates or completes his/her course.

 

6.

Annual membership fees paid by members shall generally be paid in advance for the whole year, although a lump sum payment for a number of years may be made. First year's fees shall be paid within one month after the approval of the Board of Directors.

 

7.

The Board of Directors may allow expelled persons to reapply for membership.

 

8.

Anyone wishing to resign membership must have a fully paid membership and submit a resignation form including reason for resignation

 

9.

Members may lose their membership privileges for the following reasons:

 

A) Resignation of membership
B) Being declared incompetent or partially incompetent
C) Death, being declared absent, or dissolution of group in case of group membership.
D) Expulsion

 

10.

Members may be expelled from the Society by a decision from the Board of Directors for any of the following reasons:

 

A) Delinquency of payment of membership dues for over one year
B) Violation of membership duties
C) Soiling the name of the society or otherwise impeding its activities

 

11.

Persons who have withdrawn their membership or who have been expelled from the Institute may not receive any refunds of money already paid to the Institute.

 

Article6. International Conference

The organization shall organize an international conference every two years at a place, date, and hour designated by the Council.

 

Article7. Accounts

The Institute's financial year shall be started from every April 1 to next-coming March 31 of the following year.

 

The Council shall change these bylaws if necessary.

 

Article9. Others

The organization affairs shall be conducted through the Council.
